    The cause of stray dogs in Mauritius is that some people have the tendency to abandon puppies once born. These puppies are still babies and have to fend for themselves. They are innocent and still have to go through suffering imposed by human beings. While growing up these animals get agressive due to teir constant hunger and suffering. Dumping of puppies is a growing issues despite sterilisation of dogs and cats are offered free to all.

    I propose that strict legislation should be imposed for people not to dump their animals in nature. This practice should be made illegal and should be severely penalised. Possibly with jail time and a hefty fine.
