It is tragic to observe that although we are celebrating the 50th Anniversary of our Independence, any member of the public who addresses a letter to any Ministry or other Government departments including local authorities are being devoid of a reply. This is unacceptable the more so that these Ministries and departments have a large number of staffs on their establishment. It has been the wish of every Govt that members of the public receive a reply to their letters but unfortunately for unknown reason the Govt is failing in its mission. This is not digested by our citizens then how can we expect that our citizens will not lose confidence in our institutions.
The “ombudsman” Act has also been amended in that connection but still that habit of not replying to citizens is still persisting. This situation does not make honour to our institutions.
I am of opinion that the Ministry of Civil Service which is a Ministry “par Excellence” should seize the matter and create a protocol so that at the end of the day members of the public receive a prompt reply to their correspondences and disciplinary action be taken accordingly against defaulters which is under the per-view of the Civil Service.
